The Committee was created under a 2006 state law called the "Government Modernization Act." Stated purposes of the law are to
The Committee's charge is limited to matters related to the City of Muncie and Delaware County. It will not deal with schools or townships. Those and other governmental entities may also use the Government Modernization Act, but they are not included in the current process. Committee members hope that government modernization will, over the long run, lead to improved government efficiency.
The Committee is authorized by identical resolutions passed by unanimous votes of the Muncie City Council & Delaware County Commissioners and conforming with IC-36-1.5-4-1, et seq.
