(1) Grant broad powers to enable political subdivisions to operate more efficiently by eliminating restrictions under existing law that: (A) impede the economy of operation of; (B) interfere with the ease of administration of; (C) inhibit cooperation among; and (D) thwart better government by political subdivisions.
(2) Encourage efficiency by and cooperation among political subdivisions to: (A) reduce reliance on property taxes; and (B) enhance the ability of political subdivisions to provide critical and necessary services.
(3) Strenghten the financial condition of state government.

Our Charge

The Committee's charge is limited to matters related to the City of Muncie and Delaware County. It will not deal with schools or townships. Those and other governmental entities may also use the Government Modernization Act, but they are not included in the current process. Committee members hope that government modernization will, over the long run, lead to improved government efficiency.

The Committee is authorized by identical resolutions passed by unanimous votes of the Muncie City Council & Delaware County Commissioners and conforming with IC-36-1.5-4-1, et seq.
